Smartseille, a unique urban project 

A project based on the “Low Cost, Easy Tech” concept

This is a showcase neighbourhood for the Mediterranean city, a sustainable project for the future, which explores the technical and financial feasibility of all the urban and environmental innovations of the EcoCité, as emphasised by Rémi Costantino, Secretary-General and Director of Strategy and Foresight at EPA Euroméditerranée: “All the innovations developed for this project must be affordable for users and intuitive to use so that they can be replicated elsewhere.” 

Smartseille forms part of a wider project to redevelop a 170-hectare industrial site, as part of the 2009 extension of the Euroméditerranée area. The project has an overarching ambition in terms of architectural quality and usability, environmental performance and bioclimatic comfort, services and e-services, and control of overall costs. This 58,000 m² prototype will eventually accommodate nearly 800 residents and over 2,000 employees; it will comprise 100 social housing units, a 100-bed care home for the elderly, 27,500 m² of offices, 3,000 m² of retail space, a 90-room hotel and a crèche with 35 places.

A true ‘Smart City’ 

This innovative project, which has become Europe’s largest urban regeneration scheme, aims to serve as a testing ground for the sustainable city of the future, with urban planning adapted to the specific climatic, geographical and cultural characteristics of the Mediterranean region and its way of life. 

The 2.7-hectare Allar site, one of the projects in the Smarseille district, aspires to become the Mediterranean benchmark, embodying a city that opens up to the outside world, that flourishes, that develops and that places people at the heart of its projects. An eco-city dedicated to innovative and sustainable solutions in the fields of green building, mobility, housing and spatial planning.

• Energy solidarity is the key priority. Energy sharing is made possible at neighbourhood level thanks to a seawater loop that optimises the use of the site’s potential throughout the year by maintaining a thermal balance between offices and residential units. For example: the energy generated by the offices in summer can be recovered to produce domestic hot water for the homes. This control system could, in the long term, be used throughout the city.
• Every space is optimised and designed to enhance residents’ quality of life as much as possible, such as the optimised use of car parks, which are reserved for staff at offices during the day and then used by local residents at night. 
• A fully connected neighbourhood, with free Wi-Fi for all and a tablet for every resident, enabling them to monitor their energy consumption and access the services offered by the e-concierge service.
