Since 1995, the Euroméditerranée Project of National Interest has aimed to develop a new economic and residential area at the heart of the Aix-Marseille-Provence metropolitan area. This programme has helped to boost the region’s appeal and drive its economic, social and cultural development.
The development project, led by the Euroméditerranée Public Development Authority, includes public facilities (schools, secondary schools, Cité Internationale, the European Hospital, MuCem…), commercial facilities (Terrasses du Port, Voûtes de la Major, Les Docks Village…), residential buildings (18,000 new homes and 7,000 refurbished homes), transport and parking infrastructure, parks and public spaces; as well as the largest city-centre business district in Southern Europe.
Within the Euroméditerranée area, there are more than 37,000 private-sector jobs, 6,500 public-sector jobs and 5,300 businesses. France’s third-largest business district is based on seven major sectors of activity: property and construction, green growth, banking and insurance, healthcare, logistics and international trade, the digital industry and tourism.
As the largest urban regeneration project in Southern Europe, Euroméditerranée is already a hub for businesses wishing to expand their operations in Marseille and the South-PACA region.

Where should you set up your business in Euroméditerranée?
Offices and business premises in Euroméditerranée – Marseille
Through these neighbourhoods, each centred around a key theme, Euroméditerranée is establishing itself as a unique testing ground that fosters social diversity, innovation and the Smart City concept. Renewable energy is also a key focus, as Euroméditerranée, which holds the EcoCité label, benefits from highly innovative technologies such as the seawater loops developed by Dalkia and Engie.
These marine geothermal power stations, for example, enable a 70% reduction in greenhouse gas emissions produced by the buildings connected to these networks.
The Central Business District is the economic, social and cultural heart of Marseille. This project has been a success in terms of attracting and establishing both French and international businesses in Marseille. Today, there are more than 5,000 service sector businesses providing 43,500 jobs across a variety of sectors, with a high proportion of employees from higher socio-professional categories.
Launched over 25 years ago as part of a project of national interest, the development of the Euroméditerranée area has radically transformed, modernised and revitalised the neighbourhoods and living spaces formed during this initial phase of transformation.
Building on the success of this first phase and the Joliette Central Business District, Euroméditerranée is continuing and expanding its urban development and regeneration work across a further 170 hectares. Two innovative eco-neighbourhoods are currently being developed with the aim of designing and creating the sustainable and innovative Mediterranean city of tomorrow – a model city that takes into account the specific geographical, climatic and cultural characteristics of the Mediterranean region.
Smartseille is the first component of this innovative and sustainable city, oriented both towards the future and the sea. This neighbourhood, which is currently taking shape and already hosts the regional headquarters of major French construction and energy groups, for example, is situated on the northern edge of the Joliette Central Business District. Smartseille takes an interdisciplinary approach to addressing a range of urban challenges. As a genuine pilot neighbourhood, this project – which aims to test the founding principles of a Mediterranean EcoCity– seeks to reconcile technical and financial feasibility with urban and environmental innovations. Smartseille’s ambition is to create a mixed-use city, combining different functions rather than segregating them by neighbourhood. It also seeks to anticipate, over the long term, changes in land use, the evolution of the neighbourhood and the needs of its residents, by promoting and making the most of usable spaces (roofs, building bases, terraces, etc.), for example.
Nearby, the Les Fabriques neighbourhood, currently in its start-up phase, will eventually cover an area of approximately 250,000 m². Les Fabriques embodies the vision of an innovative, collaborative eco-neighbourhood. The result of collective intelligence, the project ensures the transfer of knowledge and social diversity in an environment conducive to connected makers, designers, producers and entrepreneurs who manufacture locally and inspire one another. The values of recycling, frugality and local connection are the cornerstone of the project. Smart grids and resource-sharing provide novel, shared solutions for production, consumption and community life, which are evident in particular through the numerous local shops, a refurbished market, student halls of residence, retirement homes and hotels, as well as sports facilities, training centres, schools, a media library and a crèche. 44,000 m² of office and co-working space is planned to meet the needs of businesses. The development of Euroméditerranée is also reflected in the construction of new housing, with the aim of harmoniously combining work and daily life.

Eco-activities & green growth
Why set up your business in Euroméditerranée?
Setting up a business in the eco-sector at Euroméditerranée, in the South PACA region
From the outset, Euroméditerranée was designed with sustainability and resilience in mind. With Euromed 2, the area is unquestionably at the forefront of urban ecology. As a true showcase, Euromed 2 offers an innovative, cross-cutting approach to open innovation, bringing together private and public partners as well as residents and users. The aim: to encourage the development of low-carbon buildings and to envisage a more sustainable, resilient and inclusive urban model.
Several initiatives symbolise this approach:
- Smartseille, a showcase for the city of tomorrow: a project covering nearly 60,000 m² that foreshadows a 700,000 m² eco-neighbourhood. Co-designed in partnership with Eiffage and its Phospore laboratory, as well as a consortium of private industrial partners such as EDF and Orange… and numerous start-ups, the project combines housing, offices, shops, hotels, care homes for the elderly, nurseries and schools…
- Les Fabriques, the eco-neighbourhood for makers, celebrates the artisanal and industrial heritage of this iconic site in Marseille’s 15th arrondissement whilst introducing new facilities (shared workshops, production and manufacturing tools, etc.) to attract start-ups, designers and craftspeople. With the aim of combining housing, offices and co-working spaces, as well as schools, training centres and care homes for the elderly, Les Fabriques will also prioritise renewable energy, as this is expected to account for 70% of the neighbourhood’s energy consumption.
- Marine geothermal energy: inaugurated in 2016, the Thassalia marine geothermal power station is the first in France to use marine thermal energy to power several flagship developments at the heart of the EcoCité: the La Marseillaise tower, the Euromed Centre, Les Docks Village, Les Terrasses du Port… Further north, several buildings are heated and air-conditioned by ‘Massileo’, another seawater loop. Ultimately, these systems will be able to supply nearly one million square metres.
Euromediterranée is rebuilding the city in harmony with nature
Aygalades Park aims to address issues relating to water management, mitigating the urban heat island effect, nature in the city and soil pollution. Acting as a genuine green corridor, it will help to address the shortage of green spaces in northern Marseille, whilst also offering a wide range of uses that reflect the neighbourhood’s social and generational diversity. As the first stage of this future green corridor, Bougainville Park is currently under development.
Porte d’Aix Park: the ongoing project has created an urban park covering more than one hectare within a vast public space, of approximately three hectares, which has been completely redeveloped. This marks a first milestone in the development of a genuine student neighbourhood, alongside the Institut Méditerranée de la Ville et des Territoires (IMVT), the EMD School of Management, the Axe Sud School of Graphic Arts and Design, and the university library.
